This yellow nylon flag was visible in Starfleet Command on Earth during scenes of Star Trek: Enterprise during the episode “Demons”, and prior to that in the episode "The Expanse" where it hung in the office of "Admiral Forrest" (Vaughn Armstrong). It resembles a white sunrise on the blue crescent of a world made up while a ‘swoosh' reminiscent of the Starfleet emblem we have come to know and is also drives out across it. The flag features an inscription: “Semper Exploro”. It is believed that this flag represents an era of space exploration somewhere in between Star Trek: Enterprise and "Cochrane’s" first warp flight. The yellow flag with the logo and the motto "Semper Exploro" was first seen in "The Expanse" in Admiral Maxwell Forrest's office. In the same episode, the Fleet Operations Center building is seen (shot on the most modern part of the New York Streets Set), the Starfleet Command logo was seen on a sign in front of the building.
After no appearance in Season 3, the flag was seen again, in digital form, in the San Francisco Bay Stadium scene at the beginning of "Home".
The logo, taken from the sign seen in "The Expanse", appeared on the wall behind the main door to Admiral Forrest’s office in the same episode.
The yellow flag was then seen again in "The Forge" in the United Earth embassy on Vulcan.
The Starfleet Command logo was also turned into a glass sculpture that can be seen in Agent Harris’ office in "Affliction" standing on his desk. This further links his Section 31 activities formally with Starfleet Command.
The flag is then seen again in the two-parter "Demons" and "Terra Prime" in the council chamber on the Starfleet Command grounds. In this episode the text underneath the logo, "Semper Exploro" can be read almost completely. Finally, the logo was also seen as a decorative wall-piece in the same council chamber above the large painting. It can only be seen in its entirety in "Terra Prime" though.
The listing from week 59 is from the eBay user "itsawrapstartrek". It is not 100% confirmed that this is IAW, but there is significant evidence they are the same.
