This costume is that of a QOMAR DIGNITARY played by Karen Washington. The costume pic shows the high ranking silver cord wrapped around the waist,but it actually goes around the shoulder. KAREN WASHINGTON as a QOMAR CITIZEN sitting next to CAPTAIN JANEWAY from the VOYAGER episode VIRTUOSO.
