Worn in DS9, most likely by an unaccredited stuntman, and in Voyager by frequent Trek actor Judson Scott, who played Romulan Cmdr. Rekar in the fourth season episode, “Message in a Bottle”. Scott also played “Joachim,” Khan’s right hand man, in Star Trek II: The Wrath of Khan.
